Abstract
A Hungarian Comparative Agendas Project (CAP) az TK Politikatudományi Intézetében működik, célja a magyar közpolitika dinamikájának feltárása a különböző közpolitikai és politikai napirendek kvantitatív társadalomtudományi eszközökkel történő vizsgálatával. Mindehhez az Egyesült Államokban Frank Baumgartner és Bryan Jones nevével fémjelzett Policy Agendas Project közpolitikai tartalomelemző kódkönyvét adaptálja hazai környezetben. A kutatás azt célozza, hogy konzisztens adatbázist hozzon létre a magyar közpolitikai folyamatok meghatározó aktorai – így a parlament, a média és a közvélemény szereplői – számára meghatározó ügyekről. A mérések megbízhatóságát az egyértelműen megszabott, koherens kódolási szabályok garantálják, amelyek révén a kormányzat prioritásainak változásai időben és közpolitikai területenként konzisztens módon nyomon követhetők. A „Törvények (1790-2018) adatbázis az 1790 és 2018 között elfogadott magyar törvényekről nyújt tájékoztatást. Az adatok a következő forrásokból származnak: a Magyar Országgyűlés hivatalos oldala (http://parlament.hu/), a CompLex jogi adatbázisai (http://www.complex.hu/kzlcim/kzl90_96.htm és 1000ev.hu), valamint az OptiJus jogi adatbázis (http://www.opten.hu/jogi-informacios-szolgaltatasok/optijus). Az adatbázisban szereplő legfontosabb változók az alábbiakra terjednek ki: a törvény címe (complete_title), a törvény beterjesztőjének neve (introducer), a törvények közpolitikai tartalma (majortopic és subtopic), valamint a törvény beterjesztésének időpontja (date_introduced). Az adatbázis a későbbiekben az 1949-1989 között elfogadott törvényekkel is kiegészül.
The Hungarian Comparative Agendas Project (CAP) takes place at CSS Institute for Poilitical Sciences. The purpose of the research is to reveal the dynamics of Hungarian public policy by investigating the various public policy and political agendas using quantiative methods. The project adapts the Policy Agendas Project’s public policy content analysis codebook created by Frank Baumgartner and Bryan Jones to the local environment. The research aims to create a consistent database of defining issues for the actors of Hungarian public policy - such as the parliament, the media, and the public actors. The reliability of the measurements is guaranteed by clearly defined, coherent coding rules, whereby the changes of the government’s priorities can be consistently traced in time and also in areas of the public policy. The Laws (1790-2018) dataset contains information about each public law passed since 1790. The source is a brief listing from the official website of the Hungarian National Assembly (http://parlament.hu/), from the CompLex legal databases (http://www.complex.hu/kzlcim/kzl90_96.htm and 1000ev.hu) and from the OptiJus legal database (http://www.opten.hu/jogi-informacios-szolgaltatasok/optijus). The database includes the following main variables: the title of the law (complete_title), the name of the introducer (introducer), the date when the law was introduced (date_introduced) and the policy topic of the law (majortopic and subtopic). Later the database will be supplemented with the laws adopted between 1949-1989.
