Abstract
A Hungarian Comparative Agendas Project (CAP) az MTA TK Politikatudományi Intézetében működik, célja a magyar közpolitika dinamikájának feltárása a különböző közpolitikai és politikai napirendek kvantitatív társadalomtudományi eszközökkel történő vizsgálatával. Mindehhez az Egyesült Államokban Frank Baumgartner és Bryan Jones nevével fémjelzett Policy Agendas Project közpolitikai tartalomelemző kódkönyvét adaptálja hazai környezetben. A kutatás azt célozza, hogy konzisztens adatbázist hozzon létre a magyar közpolitikai folyamatok meghatározó aktorai – így a parlament, a média és a közvélemény szereplői – számára meghatározó ügyekről. A mérések megbízhatóságát az egyértelműen megszabott, koherens kódolási szabályok garantálják, amelyek révén a kormányzat prioritásainak változásai időben és közpolitikai területenként konzisztens módon nyomon követhetők. A Median (2004-2010) a közvélemény számára legfontosabb ügyek (2004-2010) adatbázisa, a különböző média- és közpolitikai események iránti közérdeklődésről készített Medián-felmérések adatait tartalmazza. A Média (2010-2014) adatbázis a két legnépszerűbb magyarországi napilap a Népszabadság, valamint a Magyar Nemzet címlapjairól nyújt tájékoztatást. Az adatbázis a 2010 és 2014 között megjelent számok adatait tartalmazza (közel 20.000 megfigyeléssel). Az adatbázisban szereplő legfontosabb változók az alábbiakra terjednek ki: a cikk címe (complete_title), a cikk rövid absztraktja (description), a cikk megjelenésének időpontja (date), a cikk közpolitikai tartalma (majortopic and subtopic), valamint néhány további információ a cikk fontosságáról (imporatence) és tartalmáról (public_policy).
The Hungarian Comparative Agendas Project (CAP) takes place at MTA TK Institute for Poilitical Sciences. The purpose of the research is to reveal the dynamics of Hungarian public policy by investigating the various public policy and political agendas using quantiative methods. The project adapts the Policy Agendas Project’s public policy content analysis codebook created by Frank Baumgartner and Bryan Jones to the local environment. The research aims to create a consistent database of defining issues for the actors of Hungarian public policy - such as the parliament, the media, and the public actors. The reliability of the measurements is guaranteed by clearly defined, coherent coding rules, whereby the changes of the government’s priorities can be consistently traced in time and also in areas of the public policy. The Most Important Problems and Public Priorities (2004-2010) dataset contains information about public interest in specific media and public policy issues carried out by the Polling Company Median. The Media (1990-2014) database consists of the front pages of Népszabadság (a left-liberal daily) and Magyar Nemzet (conservative Daily).The database covers the period 2010 through 2014 (with almost 20.000 observations). The database includes the following main variables: the title of the story (complete_title), the short abstract of the story (description), the date when the story appeared (date), the policy topic of the story (majortopic and subtopic) as well as some further information on the importance (importance) and the policy (public_policy) of the story.
